It is with great honour and responsibility that I present Papua New Guinea's National Palm Oil Policy 2025-2030– a landmark framework designed to shape the future growth, sustainability, and inclusivity of the palm oil sector. This policy marks a historic milestone, as it is the first national policy to govern the industry since independence in 1975, a long overdue step for a sector that has grown to become PNG's largest agricultural commodity, contributing over 40% of the country's agricultural export revenue and providing employment for tens of thousands of Papua New Guineans.
As we celebrate our 50th Golden Jubilee as an independent state, this policy stands as a game changer – a bold intervention that sets the foundation to restructure, regulate, and expand the palm oil industry, while ensuring that Papua New Guineans have a greater stake in its success. For too long, landowners and smallholders have been mere participants in an industry that flourishes on their land. This policy corrects that imbalance by providing a clear pathway for resource owners to actively participate through state equity participation, ensuring that they share in the wealth generated by their land. It embodies the “Take Back PNG” vision, ensuring that the industry's benefits flow back to our people.
I commend the leadership of Prime Minister Hon. James Marape, whose vision for a K200 billion economy recognizes the oil palm industry as a major pillar of economic expansion. With the right regulatory framework, strong investment, and a commitment to fair participation, this industry has the potential to unlock greater economic opportunities, empower landowners, and uplift smallholders.
As we celebrate 50 years of independence, this policy ensures that we do not enter the next 50 years repeating the mistakes of the past. The Marape-Rosso Government stands fully committed to supporting the industry's growth, not just for corporate investors, but for the people of Papua New Guinea.
Together, with the support of all stakeholders, I am confident that we will transform the palm oil industry into a model of economic success, fairness, and shared prosperity for our nation.
