It is difficult for a smallholder grower to produce the right oil palm seeds for germination. Growers buy young seedlings from the company nursery to plant in their oil palm blocks or plantations. However, at some instances, the company does not provide seedling to farmers resulting in delays for replanting and to undertake new planting program.

The Government will consider options to establish nurseries, linked to research and development, that will provide the seedlings to farmers. This intervention is intended for the smallholder oil palm growers for the continuous supply of seedlings for the replanting of old aged palms (palms that have served their economic life). Under the MTDP-IV, the Government plans to venture into new areas and expand oil palm plantations. This requires the Government to establish an oil palm nursery program that can support oil palm expansion as well.
